but in general, I try to make it through the game without a war. well, sometimes I will get annoyed and stomp them. like if they are "Aggressive' towards me, go into my land and attack me. So if an AI player is particularlly annoying. You can ransack their administrative centers during war, then claim them with your own outposts. you can pick up 2 cities from the AI and often multiple territories to go with them. If the human player builds up a big army, puts it near the border of an AI nation, and then just waits for a grievance as an excuse for war (or even declares a surprise war), it's just too easy. But the point is, if I can gain 8 troops in the 1st or 2nd era (not counting Neolithic), that makes the game awfully easy. Note, I dont' usually assimilate, so maybe other people have experienced different results. So when you assimilate a hostile IP - at least for me, there's usually only 0-2 troops involved. In contrast, the hostile IPs will generate a group of 2-3 troops, then send them off to annoy people (random attacks, ransacks). In my experience, when you assimilate a friendly Independent People, you get about 8 troops, because they produce troops for defense. I leave the friendly independent people alone. I attack the hostile independent people or assimilate them because they are annoying. You still have to build up a defensive army.
